Detailed description of project

Type of services provided

The Agricultural ministries of Macedonia, Montenegro, Bosnia-Hezegovina currently are preparing Agriculture and EU Acquis Projects for possible funding by the World Bank. The proposed project includes four major components comprising: 1) Strengthening Administrative and Management Capacity in compliance with EU accession requirements; 2) Strengthening Capacity to absorb EU Rural Development (IPARD) funds; 3) Creation of a cost-effective Sanitary and Phytosanitary (SPS) capacity for an EU-compliant Food Safety System; and 4) Modernization of Irrigation. A preliminary Project Appraisal Document (PAD) has been prepared for the project, although additional inputs are required to finalize it.

Renew-Sources supports further project preparation, with a particular focus on Component 1.

In particular, the component will focus on:

·      Initiation of the Integrated Administration and Control System (IACS), including  establishment of an
       integrated farm register and a land parcel register (LPIS);

·      Establishment of components of the Agriculture Information System, particularly the Farm Accountancy
        Data Network (FADN) and Market Information System (MIS);

·      Strengthening the agricultural inspection services to monitor compliance with the legal acts and with use of
       IPARD funds;

·      Improving the MAFWE institutional capacity, particularly the Policy Analysis and Agriculture Information
       System (PAAIS) Department, the Strategic Planning Unit (comprising Human Resources Development and
       Budget Planning functions) and the  Project Cycle Management (PCM) Unit;

·      Supporting the reorganization and streamlining of MAFWE regional offices.

Detailed description of project

Type of services provided

Within the support for a national food security and nutritional information system Programme financed under the 2003 Food Security Programme for Afghanistan, the Consultant will provide long-term and short-term Technical Assistance to assist the Ministry of Rural Rehabilitation and Development, the Central Statistic Office and to a lesser extent the Ministry of Agriculture and Animal Husbandry and the Ministry of Irrigation Water Resources and Environment in further developing and institutionalising a multi stakeholder National poverty, vulnerability and food security surveillance system (NSS).

This will consist of the achievement of the following results:

·      Institutionalisation of the NSS activities within government structure are finalised.

·      The information collected under the NSS meets the needs of stakeholders and is utilised by MRRD
        Vulnerability Analysis Unit and other relevant ministries’ departments to inform and advocate for policies
        and programmes.

·      Capacity developed of government staff so that they can carry out credible, timely and regular production
       of poverty/livelihood data and analysis. 

·      All components of NSS are implemented and sequenced so that they meet government planning cycles

·      The Project is regularly monitored and the different components are supported with sound technical 
       advice.
